In 1863 West Virginia became the 35th state, and the only one created by seceding from a Confederate state in the midst of war.  The U.S.  Constitution says a new state must gain approval from the original state, which never occurred in the case of West Virginia.  Was this legal under the U.S. Constitution?  Join us in commemoration of Constitution Week and learn about the constitutional issues presented by, and as a result of, the unprecedented creation of West Virginia.
